Solution
The problem occurs when the resolution is set to 256 colors. Nowadays having a 256 colors resolution is very unlikely however it comes into play where you’re doing a Remote Desktop or VNC to a server/workstation across the world and you don’t want to use up too much bandwidth. To resolve the error simply change the resolution to 16-bit or higher. This is most commonly seen with installers created with Installshield 2011 and apparently resolved with Installshield 2012.

Installshield: Error 0x8000ffff

Error Code: -5009 : 0×8000ffff

Solution:
1) Clean out the temp folder. The temp folder can be determined from the TEMP environment variable. Open command prompt and type “set temp” to see the value then go to that folder and delete all the files/folders within it.

2) Corrupt InstallShield files. Go to C:\Program Files\Common Files\InstallShield\Professional\RunTime and delete or rename IsProBE.tlb then re-run the installer.

Solution:

Remove the following files from C:\Program Files\Common Files\InstallShield\Professional\RunTime and try running the installation again.

‘IsProBE.tlb’
‘Objectps.dll’

The ‘-5009’ setup initalization error seems to be occuring due to a corrupted IsProBE.tlb file and so instead of having your installation use the existing one, by renaming the file, your installation should install a new version on the system and your setup should proceed as expected.

WARNING: This is not an ideal solution to delete the corrupted .tlb file. Applications using a newer version of InstallShield (...compared to your version) may not be able to properly uninstall, until they install the version of the .tlb ther installation needs.
